The December 1995 Regional Elections

tate and municipal elections were held in Venezuela on December 1995, for State Governors and State Legislature representatives and City Majors an municipal councilmen.

Two months have gone by since the elections and the Supreme Electoral Council has not yet given full and definite information on the ballots that were cast nor on the winning candidates. However, the provisional figures provided by said agency allow us to get a rough idea on the final and definitive results.

Table 1 shows the figures of those who did not vote, of valid and void ballots cast in elections for State Governors on December 3, 1995. The Governor of the Federal District (Caracas) is not elected by popular vote, he [she] is appointed by the President of the Republic. As a way of offsetting such an exception, a major is elected for the capital city of Caracas in view of the importance of such office --the major of Caracas is more important than most State governors.

Figure 1 shows the abstention percentage for 1995, much higher than it was during the State Governors' elections of 1989 and 1992.
Table 2 gives the governors elected in each State with an indication of the party and/or group of parties that nominated them; it shows also the results for the Legislatures' representatives.

In Table 3 and in Figure 2 one may see the ballots cast for the main political parties. The State of Carabobo is worth mentioning: the son of the then incumbent governor --two successive terms as governor-- was nominated by an electoral group without any connection to political parties; his victory was an easy one. The State of T chira is also quite interesting: an independent group nominated as it candidate for the Governorship that State's congressman, Walter M rquez; although he did not win he did get an impressive number of votes.

Table 4 and Figure 3 shows the number of governors nominated by parties and coalition of parties who were elected.

Table 5 shows uninominal (circuit) and slate State Legislature representatives and slate, and the total of representatives obtained by the main parties and party coalitions. Figure 4 Figure 4 represents such total of representatives by party or party coalition.

Finally, in Table 6 and Figure 5 has the number of majors elected who were nominated by the main parties and party coalitions.
